Crisis and risk communication forum
How can municipalities ensure ownership and control over their own communication channels – both in everyday situations and during crises?
The forum took place on June 18, 2025 – watch the video here:
Theme: Communication, independence and digital preparedness in unpredictable times
How does Facebook actually work, and what happens to municipal communication during a crisis? What does a municipality do if an account is hacked, shut down, loses reach, or if the platform changes its terms without warning? And how is information shared if the internet or mobile networks go down during a crisis?
How can municipalities ensure ownership and control over their own communication channels – both in everyday situations and during crises?
Agenda
10:00 - 10.10 | Welcome and introduction
Innocode welcomes participants.
10:10 - 10:30 | What does the research say?
We are happy to be joined by Magde Nour (PhD Candidate).
In his presentation, Magde discusses the importance of trust, audience adaptation and proactive planning in crisis communication.

10:30 - 10:50 | The authority perspective: Communicating during a crisis
In a time of rapid information flows and digital transformation, new demands are being placed on how we communicate during crises. Henrik Olinder from the Swedish Civil Contingencies Agency (MSB) guides us through key challenges and strategies for effective risk and crisis communication – before, during and after an incident. What happens to public trust when crises occur? How do we handle rumours? And how do we ensure that our messages are actually understood?
Henrik Olinder works as an expert in crisis communication at the Swedish Civil Contingencies Agency (MSB). He has extensive experience in strategic communication related to complex societal challenges and has participated in several national initiatives where fast, clear and credible communication has been crucial. Henrik is a sought-after speaker and educator in crisis preparedness, particularly focusing on trust, digital influence and rumours.

10:50 - 11:10 | A practical perspective: Crises & channels – on a large and local scale
Innocode’s Bjarte Falck Olsen broadens the discussion around emergency communication. We look at practical examples – both good and bad – from local authorities and how urgent communication is handled in practice. Channel strategies, message design and communication strategies are examined closely.

11:10 - 11:30 | Panel discussion
Lova Lekare Graaf moderates the discussion, together with representatives from academia, the public sector and digital innovation environments.
