Building owned services from the ground up - a view from Ireland

Carmel’s work includes MyCoCo, a digital services portal that began as a local initiative and has evolved through close collaboration between Irish local authorities. Developed on a build‑to‑share basis, MyCoCo is shaped by participating councils working together to improve how public services are delivered digitally, while responding to local needs and priorities.

Her directorate also holds responsibility for emergency management, giving her a direct perspective on how digital and communications channels perform when systems are under real pressure.

At Citizen 2026, Carmel brings a practical, long‑term view to the panel - and an external perspective from Ireland on the Nordic region’s ongoing conversation about channel strategy, collaboration and resilience.
