Direct dialogue with residents: Lessons from Oslo
Bydel Frogner has moved away from broad, unsegmented social media posts towards a more direct and personal form of community communication. Through Innocode's Citizen App, the district now reaches residents with hyper-relevant, targeted information based on where they live and what matters to them locally.
At Citizen 2026, Anette shares the practical experience of building that kind of direct relationship with a community: what it takes to make the shift, what residents actually respond to, and what other municipalities can learn from Oslo's journey.
Her message is straightforward: good local communication is not about reach, it is about relevance.
