There is a common assumption that digital innovation in the public sector is slow by nature. Too many stakeholders, too little capacity, too much uncertainty. Morten Holst and Kjell-Vidar Åhman Teig have spent the last year testing that assumption. Their conclusion is different.

Morten is Head of Business Development and Partner at Innocode. Kjell-Vidar leads innovation through Yulieta, Innocode's dedicated innovation and design team. Together, they work with municipalities to move from a problem to a working prototype in days rather than months, using service design, rapid iteration, and AI-assisted development to reduce both cost and risk.

The cases span a wide range: a volunteer matching service in Sandefjord, an activity registration system in Sunnfjord, a climate learning tool using IoT sensors in Helsingborg schools. Different problems, same principle — start with a real need, test early, build only what works, go live and solve actual problems within weeks.
